The European Social Network (ESN) is the European Network for public social services, bringing currently together 180 national, regional, and local public social services administrations from 35 countries.

2) About the Role

The officer will be responsible for implementing HR procedures and administration activities in the ESN Secretariat. As part of their HR responsibilities, S/he may also advise management on matters like pay negotiations, disciplinary and grievance procedures, equal opportunities policies, and employment law.

3) Responsibilities

Human Resources

  • Process payroll, salaries, and benefits;
  • Support the development and implementation of HR initiatives and systems;
  • Provide advice on policies and procedures;
  • Be actively involved in recruitment processes by preparing job descriptions, posting ads, and implementing the hiring process;
  • Be responsible for all HR procedures, managing staff leaves, issuing contracts, etc.;
  • Provide support and follow up for performance reviews;
  • Create and implement effective onboarding plans;
  • Support the management of disciplinary and grievance issues;
  • Maintain employee records (attendance, etc.) according to policy and legal requirements;
  • Review employment and working conditions to ensure legal compliance;
  • Organise occasional team training and development sessions.

Administration

  • Implement effective administration and finance procedures and deal with enquiries;
  • Order and pay for services as required;
  • Ensure the office is clean and tidy weekly particularly for external meetings;
  • Liaise with external providers as required;
  • Support other colleagues when required.

Other Duties

  • Identify organisations with potential for ESN membership and bring this information to the ESN team;
  • Promote ESN’s activities and achievements across all external facing opportunities.

4) Qualifications

This is a varied position which requires excellent organisational and communications skills. You should have:

  • Graduate degree university qualification (HR/Psychology/Administration);
  • Experience 3+ years in similar posts;
  • Excellent oral and written communication skills in English, and a second fluent European language (preferrable one of the Belgian official languages, French or Flemish);
  • Must:
    • have worked in HR before;
    • have worked in liaison with a social secretariat for payroll process;
    • be aware of Belgian social/work laws;
    • have previous administration experience.
  • Excellent IT skills including word processing, database, and spreadsheet skills;
  • Ability to work autonomously;
  • Strong time management skills;
  • Ability to manage multiple tasks and have excellent follow up skills both internally and externally.

5) Salary and Conditions

  • Both part-time and full-time options available;
  • This is an office-based post constituting a Monday-Friday working week;
  • Remuneration according to experience and in line with similar posts in Brussels;
  • Additional benefits include holiday pay, a 13th- month bonus, year-end bonus, lunch vouchers, transportation reimbursement, hospitalization insurance, eco-vouchers, extra vacation days, and Christmas leave.
